he Professional Engineers Registration Act 2007 is the legislation that governs the practice of engineering in Papua New Guinea. Its central purpose is to protect public safety and uphold professional standards by requiring anyone practising as an engineer in the country whether a citizen or a foreign national  to be formally registered.

The Act established the Professional Engineers Registration Board (PERB), the statutory body responsible for assessing applicants’ qualifications and competence, granting registration, and maintaining the official Register of Professional Engineers. Registered engineers are entitled to use the title “RegEng,” and PERB publishes the register quarterly for public transparency.

Functionally, the Act works closely with the Institution of Engineers Papua New Guinea (IEPNG), which supports the registration process through membership assessment and competency evaluation on PERB’s behalf. Engineers must combine both IEPNG membership and PERB registration to legally practise.

Beyond registration, the Act underpins broader accountability: it empowers disciplinary action against professional misconduct, ensures engineering work meets consistent minimum standards, and safeguards the credibility of the profession nationally. In effect, the Act exists to ensure that the people responsible for PNG’s infrastructure and technical systems are demonstrably qualified, ethical, and answerable to a formal regulatory framework.
